Sheff Wed Faces Serious Challenges, States Independent Regulator

'We will play a key role in football's future' - newly appointed regulator David Kogan

Sheffield Wednesday's ongoing struggles are seen as a "significant problem" and the new football authority is seeking powers to investigate clubs in comparable cases, the recently named head the regulator has declared.

In a wide-ranging interview, the regulator, who was recently selected, voiced concern towards Wednesday's fanbase.

The chairman convened with four supporter groups associated with the South Yorkshire club recently.

The team have been struggling on and off the field in this season, with the club delaying salary disbursements on several different times, including in September.

"Obviously the club has become a significant problem for EFL and a substantial concern for English football," the regulator explained.

"The club represents one of the great brands for English football and in recent days we have met fan representatives.

"We're now looking to get powers... which will allow us to have the club and similar situations referred to us if they require examination and dealt with."

Economic Challenges and Ownership Situation

The club's controversial proprietor Dejphon Chansiri stated during the off-season he would be prepared to relinquish control at the stadium, but he has not been able to secure a deal with interested parties.

Delayed salary payments on time in earlier this year led to sanctions by the league officials in summer, stopping Wednesday from completing any recruitment activities for the following recruitment periods, although that restriction was lifted in late summer.

Official's Viewpoint

The chairman stated: "The job [of the regulator] is there for the supporters of Wednesday, teams facing challenges where people are committed to a community organization that has represented their community in multiple situations.

"I fully appreciate the club's situation, as I do for every team that in modern times have encountered failure, or been close to going to the wall, for reasons that have nothing to do with the followers."

Inquired if the oversight body could require an owner to sell a club if they are judged inappropriate, the chairman responded: "When asking whether 'would we intervene in the final instance?', the response would be once we assemble the facts and know what's going on, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be considered the final option and the authority would rather to cooperate with proprietors.

"The final option we would consider is commence engagement with an individual club, an individual owner, without having the opportunity to collaborate with that chairman to fix the problems affecting the organization and the chairman's encountering," the regulator explained.

"In actuality, when you look back over the history of the sport, over the last 20 or 30 years there have been particular chairmen, a small minority, but certain individuals who have acted carelessly in the approach they have taken toward their clubs and ultimately refuse to accept accountability for the long-term prospects."

'Mistakes could erase significant advances'

The chairman convened with delegates from multiple organizations to lay out the remit of the authority recently and insisted it was a "forward-thinking discussion" with a "significant participation" from the National League to the Premier League.

"The role holds considerable importance, because should mistakes occur, if the world of football gets it wrong, the significant advances achieved might evaporate rapidly," Kogan said.

"And that's what nobody wants in the terms of English football is a huge success story - we must maintain momentum.

"Considerable investment flowing into the game and has been channeled for the recent generations, because certainty is lacking it will continue to come into football, which is part of the rationale behind I think we have to maintain a focused outlook on risk and of course, of the coming seasons."

Premier League Concerns

The Premier League opposed the creation of a regulator because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but Kogan said: "I completely endorse the prosperity and expansion as an economic entity of the elite league.

"I of all people understand the concern of undermining the division as a high-quality offering of this country. But simultaneously, if you engage with division representatives after today's meeting, they would have had a high level of reassurance -and, actually, they have been telling us in private they have a high level of reassurance."

Partisan Associations

Kogan is still facing a "comprehensive investigation" by the official appointments authority after he disclosed making donations to the opposition group in recent years.

The 68-year-old donated money to Culture Secretary the minister's leadership bid, along with that of the current Prime Minister.

"I have fully disclosed my previous political affiliation [with Labour], and that ideological connection terminated the day the official body endorsed my nomination," the regulator explained.

"I currently have no participation in any form of political activity."
